Public journalism

Public journalism advocates spent two days in Columbia, Missouri, sharing experiences and discussing problems related to journalism, community and philanthropy. It was a forum where practitioners and scholars of journalism got together one more time. It also was an international forum because many participants were from outside of the U.S. One big name that is Lee Hills connected them. Discussions mostly focused on ideas of Public or Civic journalism.

As practitioners explained, the idea of public journalism is simple like everyday everywhere you are surveying everything or covering ourselves. Panelists emphasized several rules of public journalism:

· Reflect community fully

· It works without office. Go and talk to people

· Don’t ask editors to go out, just do it

I have heard those rules when I took internship at the Columbia Missourian in during the summer, 2000. However, it was interesting to hear them again from the mouth of famous journalists.

The notion that journalism does not have to be watchdog confuses me. I think, here is a conflict of public journalism with traditional journalism. Even one panelist said that if you are covering your beat good, it is opposite to public journalism. Philosophically and physically, one reporter can not be everywhere and cover everything. In this sense, public journalism seems more abstract to me. On the other hand, this is an appropriate theory for local media to base on. As far as concern national media, investigative reporting has become already a bridge between public journalism and traditional journalism.

Not only practitioners are divided in using of the public journalism theory in their work but also academic institutions and scholars are divided in teaching of that particular theory. For instance, as one professor said the Chappell Hills University, North Carolina does not teach public journalism. In Missouri School of Journalism, some professors teach public journalism and some do not. Although Dr. John Merrill is not an advocate of public journalism, he recommended his students to read some books on the issue during the Philosophy of Journalism class in 2000.

Despite discrepancies between practitioners and scholars, the theory of public journalism has developed since the forties. Especially in recent years, globalism is shaping public journalism spreading it all over the world. I, first, learned the term “Public journalism” from Flemming Seiersen, a professor of the Danish School of Journalism in September, 1996. He taught reporting class for working journalists at that time. Then two years later, American journalist Leah Kohlenberg who was a Knight fellow in Mongolia talked about Public journalism at mid-career training courses organized by the Press Institute of Mongolia for journalists.

For us, journalists who studied and experienced only Soviet-communist theory during the totalitarian regime for a long time, it was a totally new thing. During a few years of Democracy, we have experienced freedom of the press and started to talk about social responsibility of the press. There comes another theory which is public journalism.

As a training coordinator of the Press Institute of Mongolia, I decided at that time to teach public journalism ideas at every course conducted by our organization. I made this decision not because it was new for us. I thought, it would help Mongolian journalists to make quick move from the old type of journalism to the new type of journalism. Working four years to train working journalists, I found it is very difficult to change the minds of people. The teachers at the Press Institute tried many methods to enlighten cynical journalists: organizing short term courses on various topics of journalism with foreign and local teachers, inviting them to the discussions and sending them abroad. Still we did not see bright results at first time. We knew it would take time.

However, when we organized six months journalism course for young college graduates and taught reporting courses based on Public journalism idea, it worked. They started to use many ordinary sources and get story ideas related to public’s willingness unlike old-minded journalists who still mostly rely on only official sources making biases in their stories. In this sense, public journalism idea is helping journalists in transition period from one society to another.

One thing, I did not appreciate in public journalism, is joining and serving of journalists other non-journalistic organizations. If you are a member of a particular organization, how can your paper write about that organization? Therefore, I fully support the question raised by Pr. Fostick “How publishers donate money to a theater and then read reviews on the page six?” Here raises a question: Is it ethical? The answer was not sufficient. The panelist implied that such guidelines are old because they started during the Vietnam War.

We should concern two kinds of journalism ethics to answer the above-mentioned question: media ethics and journalist’s ethics. There are guidelines for reporters not to be involved in other activities outside newsroom, but publishers are on the PTA, church or other boards. If reporters get involved in activities of other organizations, it raises question related to journalist’s ethics. Decision could be found easily: turn the story idea to another reporter. Decisions can be a personal. However, if publishers get involved in activities of other organizations, it will raise question if whole newspaper can cover a certain subject. It will be media ethics dilemma and it will demand collective decision. Public journalism requires be equal to community. If a newspaper ignores a certain subject or organization to cover, could it be discrimination? How should work in this case the best rule of public journalism to be honest?

Tobacco industry and ads regulation in three neighboring countries: Mongolia, China, and Russia

Introduction
The economic relationship of three neighboring countries: Mongolia, China and Russia play a vital role in Asia. Although Russia is belonged to Europe, the most of its territory is in Asia. Historically, those countries have long term trade relationship, particularly in tobacco importing and exporting. “Asia consumes half of the world’s tobacco. However, cigarette sales revenue is relatively low, since most cigarettes sold in Asia are inexpensive products”, reported the Financial Times in October 6, 2000.
With 350 million smokers, China is the world’s largest tobacco market. Few countries have attracted so much tobacco investment in such a short time as Russia has. The Russian cigarettes market is the largest in Europe and fourth largest in the world. Unlike the situation in most other markets, consumption in Russia is still growing, by 1.5 to 3 per cent per year. There are between 35 million and 40 million smokers in Russia, and no restrictions on tobacco consumption. However, Mongolia is a consumer of tobacco products not a producer.

Tobacco industry

Mongolia
No tobacco is grown in Mongolia. Mongolia imports tobacco from Russian Federation, Bulgaria, and China. A small quantity of cigarettes is imported from the U.S.A. Dry snuff tobacco is imported from China. In total, 620 million cigarettes which are 0.2 percent of global imports are imported annually. Because all tobacco and tobacco products are imported into Mongolia, employment generated by the tobacco industry is minimal. Utilizing available data, it was estimated that from 1980 to 1989, annual per capita consumption remained stable at around 560 cigarettes per adult aged 15 and above.
China
The state-owned China Tobacco Corporation, the largest tobacco producer in the world, currently dominates in the Chihese market. The corporation’s market value is estimated at 24.5 billion dollars and it posted 11 billion in sales revenue in 1999. Cigarettes made by China Tobacco Corporation account for 92 percent of China’s consumption, a full one third of the global total. In the first half of 2000, Chinese companies produced 16.4 million cartons of cigarettes. This was 462,000 cartons more than in the same period of previous year and constituted 2.9 percent increase. China is interested in U.S grown tobacco.
Russia
Approximately, 320 thousand million cigarettes are manufactured or imported into in Russia every year. Cigarette production and imports increased by 40% 215 thousand million in 1986. There are several reasons which have been assiociated with this dramatic increase:
· Tobacco rationing in early 1990-s
· Psychological distress on the Russian people
· Attraction of the Western style
· Lack of legislation regulating tobacco advertisng
· Easy access to cheap, low quality tobacco products
· Lack of financial resources in rublic health sector
· Absence on effective system for quality control of tobacco
There were 26 factories factories in 1995 making 140 thousand million a uniquely Russian smoking product. Now the Russian Finance Ministry registered 86 factories. Of those, around 60 are sizable plants, and 30 major factories make the best-selling brands. Twenty factories are associated to Tabakprom, the largest tobacco company in Russian, and ten factories are joint-ventures with foreign companies. Around 95 percent of all legel cigarattes sold in Russia were made locally in 2000. Today, Russia is importing about 150 thousand million cigarettes. The sales of American made cigarettes increased in volume by 36% and in price 57%. So far, a total of 2 billion dollars were invested in the Russian tobacco industry since 1990 and 75 percent of the money came from foreign companies.

Tobacco related issues

Tax
Tobacco’s only apparent economic attractiveness for Mongolia lies in its excise-generating ability for government. A very high percentage of the cost of cigarettes goes toward government revenue. Tobacco taxes now constitute 84-95% of the cost of cigarettes. Previously, tobacco had only been taxed for fiscal and not for health reasons.
Tobacco is a major source of revenue for the Russian government as well. Cigarette tax revenue is equivalent to 8 per cent of the government budget. In 1999, Russia’s tobacco tax collections totaled 6 billion rubles, up from 4 billion rubles in 1998. However, Russia’s tobacco taxes are among the world’s lowest, representing only 5 to 7 percent. In addition, tobacco industry gives direct employment to thousands of workers in both countries Russia and China.

Prevalence
According to the 1991 survey, conducted around 9,000 persons of Mongolia, about 40% of adult males and 7% of adult females smoked. The age distribution of smokers was:
· 2.8% were below 18 years,
· 37.5% between 19-29,
· 30.2% between 30-40,
· 19.9% between 41-50, and
· 9.5% aged 51 and over.
In Russia, about two-thirds of men and one third of women smoke. Smoking rates among adolescents are increasing, especially among girls. Russian youth is especially attracted to images of old American movies, and TV programs and they perceive smoking as “fashionable”, or “high class”.

Smoking habit
In Mongolia, 19% smoked non-filter cigarettes; 14,7% smoked hand-rolled cigarettes (mostly workers), and 24.6%, including pipe tobacco (mainly farmers) and role-your-owns (15%). Nasal shuff was used primarily by elderly males and chewing tobacco was consumed only in the western region of the country in 1991. Smokers smoked on average 11 cigarettes per day.
According to the Journal of American Medical Association, more than 300 million men and 20 million women smoke in China. Only 6% of women currently smoke. The perception ofcigarettes as both fashionable and weight-control aid, could lead to an explosion of smoking rates among women. While in the most countries, smokers tend to stay loyal to one brand, Russian smokers often try a whole array of cigarettes before setting on one brand.

Tobacco related illnesses
Between 25% and 30% of heart diseases and cancers are caused by smoking in Russia. Tobacco causes 32% of all male deaths and 5% of all female deaths.
An official study conducted 48 major cities found that more than 82 percent of consumers know that smoking hams health. But one third of Chinese people did not know what are particular dangers caused by smoking. General Zhang Chaoyang, secretary of China Consumers Association announced on March 15, 2001 at the press conference, “Despite fancy tobacco advertisements and promotional campaigns, more and more Chinese consumers have realized that few puffs on cigarettes every day may take a huge toll on their health and set about ti change the unhealthy habit.”

Smuggling
Smuggling exists in all of the three countries. Widespread smuggling exists in Mongolia. In result of establishment open trade with China since 1990, the Mongolian people have experimented many counterfeit goods including tobacco. Independent retailers of small companies import fake cigarettes from China.
This problem is transcended to other countries rather than these three neighboring countries. The U.K. government employed more custom officials, put large container scanners and added stiffer sentences in order to investigate tobacco smuggling. Investigators found packets shipped to Britain from China. Criminal gangs are forging bixes in the colors of established brands such as Marlboro and filling them with cheaper cigarettes. Chihese authorities broke up 2,427 underground cigarette factories in 1999. This year 60 million cartons of illegal cigarettes valued at 700 million yaun ($84 million) were confiscated. Alomost 300 illegal cigarette markets throughout the country have been shut down.
Because of the lack of quality control over tobacco products and unprecedented smuggling, Russia was flooded with cheap cigarettes of dubious quality, with small or no health warnings at all. Contraband and counterfeit goods make up around 4 to 5 percent of the total market.
On the streets, elderly people mostly women sell packs of cigarettes to anyone with the cash no matter how young.

Tobacco regulation and advertising
Mongolia
Ary Assuma, a coordinator of several major health campaigns in Malaysia pointed out at the symposium on tobacco control in Geneva IN 1999 that Thailand and Mongolia have comprehensive tobacco-control programs in contrast to other Asian countries. The Ministry Health and Social Services first addressed tobacco control in 1984 with directives concerning smoke-free premises. Since 1988, there has been a ban on cigarette sales to children under the age of 16. In 1990 and 1991, the Ministry Health invited a WHO Consultant to advise on national tobacco control policy and legislation. In March 1994, comperensive legislation came into affect. However, implementation and endorcement of the law are proving to be problematic.
Since 1994 health warnings are required on cigarette packets (6 warnings have been to introduced), and tar and nicotine upper limits have been regulated. There are bans on direct advertising and sponsorship. Despite this ban, RJR promoted the Camel Trophy’ 97 jeep adventure tour in Mongolia. Radio, television, cinema and print media have been used to broadcast anti-smoking messages. Many of the health messages are on the economic impact of smoking (including reduced productivity), as well as on the risk of fores. Sports personalities are shown to emphasize a positive, healthy lifestyle. The Methodological Center on Anti-Alcoholic and Anti-Smoking Activities runs smoking cessation classes and established a Quitters Club in 1987. Implementation and endorcement of legislated tobacco control measures is not always possible.
Smoking was first prohibited on public transport and in health facilities, as well as many other worksites, including electricity stations, Army clinics, and at the Institute of Agriculture. That ban has been extended to prohibit in many public places, transport vehicles, offices, and schools.
China
The State Council is requiring of “reducing the nation’s tobacco stocks by 20 million dan (100 million kg/220 million lbs.) within three years starting from 2000. The government also plans to help big and meium-sized companies in the tobacco industry to reduce their total losses to around 15%, so the industry as a whole can stop incurring losses. To do this, the government aims to reduce its tobacco inventories to 1 million tons within three years.
As Jara Parker-Pope, state owned monopolies don’t have a need to advertise because they are the only game in the area. The Beijing Government jealiously guards its monopoly, relying on cigarette sales for 12 percent of its annual revenue (p.48). here are more than 900 brands. And some joint ventures and licencing agreements with Western companies are sponsoring countless radio shows and sporting events. Brand namews like Marlboro and Salem are on the café umbrellas.
The State Administration for Entry-Exit Inspection and Quarantine is responsible for testing and certification of tobacco goods along with other products. Pricing departments across the country will carry out eight price-relted inspections in areas including electricity, public security, tourism, housing and real state management, car purchases, education, agriculture, garin, and tobacco.
According to the Times of India, “Though tobacco advertising in developing countries is at present directed towards the general public, attempts are being made in China, Sri Lanka and the Philippines to target women (January 10, 2000)”.
Russia
The country did not have reliable, independent control of tobacco products before. Currently there are three laboratories that provide such control: the Laboratory of the Russian Research Institute of Tobacco and Makhorka in the city of Krasnodar; the Laboratory of the Oncological Research Center in Moscow; and the Laboratory for Tobacco Quality Control in Moscow. Russian market is improving value of cigarettes and making them cheaper while lowering tar and nicotine. Currently, only 49 percent of Russia’s tobacco factories have technical ability to meet requirement for nicotine limits.
Increased number of tobacco led to the massive amounts of tobacco advertising. American tobacco companies heavily advertise in Russia using American symbols such as billboards with the Marlboro Man.
Anti-tobacco video on TV during the daytime when most people are at work or at school. In contrast, a tobacco company has recently provided the bulk of 150,000 dollars spent on just one advertising festival in Moscow.
Adevertisement on local products appeals to Russian patriotism. Its pack depicts the battle at Sevastoplo and Borodino-glorious pages in Russian history. The motto is no less patriotic: “Changing the aims, we remain faithful to her.”
Irina Kazovskaya, PR representative of Eurotabak said “With advertisements you can persuade people to smoke even not-so-good cigarettes”(July, 2000). Indeed no product is so fiercely advertised in Moscow as cigarettes. Huge posters and billboards appeal to experimenting Russian smoker: “The night is yours-turn up the fire,” whispers Pall Mall; “Bet on the winner.” Boldly advises West1; “Is really possible to refuse yourself?”, tempts a Winston.
According to the Article 16 of the Advertising law, there are some limits on tobacco advertisement. It says, advertisements for alcoholic drinks, tobacco and tobacco products disseminated by any method must not:
· Be disseminated on radio or television prorams between 7 a.m. and 10 p.m. local time;
· Be disseminated in any form on radio or television programs, cinema or video services or printed publications for minors;
· Be disseminated on the first or last pages or a newspaper or on the first or last pages of covers or a magazine;
· Be disseminated at children’s, scholastic, medical, sporting or cultural organizations, or within 100 meters of them.

In addition, the law prohibits to demonstrate process of smoking and to use image of popular among youth person in ads. As law says all tobacco products must be accompanied by warning on dangers of smoking.

Summary
Tobacco brings much money to the government budget in three neighboring countries in Mongolia, China and Russia. Mongolia has more restrictive regulation banning all kinds of tobacco advertising. In contrast, China has almost no banning on tobacco advertisement because the largest tobacco corporation is owned by the State. Russia’s advertising law is weak. It aims mostly on children. In reality, the most ads are targeted to women. Cigarette companies have portryed smoking as a “torch of freedom”, “a tool of beauty” and a sign of progress.
In general, Russia is becoming increasingly lucrative market for cigarette manufacturers from Western Europe and the United States. Newly built cigarette factories in Russia are results of the tobacco industry’s response to legal setbacks in the West. Those factories have been touted as an economic benefit, not a risk to that nation’s health.
China is succeeding in increasing both its production and sales of tobacco, while also decreasing its stocks of its product.
The marketing and advertising pressure from the tobacco companies that the U.S. experienced in the 40’s, 50’s and 60’s is now happenning in the developing countries. China and Thailand had taken steps to raise cigarette taxes.
Lured by financial gains, the tobacco industries is growing in both countries: Russia and China. Those countries’ policies will not be as effective unless transnational tobacco firms are made to limit their aggressive advertisements.
As long as cigarette makers produce cigarettes, they will sell them, consumers will buy them, and people continue to smoke. And if people keep smoking, the cigarette makers will continue to make money. It is paradox that their governments encourage their production and at the same time they want to regulate everything: production, price, sales and advertising. If the governments have interest to gain money for the budget as taxes from cigarattes, this circle will continue.

The United Kingdom and Two agencies with name Saatchi

Part one: Country Profile
The United Kingdom is multicultural nation like the United States of America. Even U.K. inhabitants often confuse the names England, Great Britain, and United Kingdom. England is just one country within the kingdom. Great Britain comprises England, Wales, and Scotland, while the United Kingdom also includes Northern Ireland (although the name Britain is sometimes used to refer to the United Kingdom as a whole). Wales and England were unified politically, administratively, and legally by the acts of union of 1536 and 1542. In 1707 Scotland joined England and Wales in forming a single parliament for Great Britain, although the three countries had previously shared a monarch.
The area of the United Kingdom is 94,251 square miles (244,110 square kilometers). At its widest the United Kingdom is 300 miles across. From the top of Scotland to the southern coast of England it is about 600 miles. No part is more than 75 miles from the sea. The national capital is London, situated on the River Tames in the southeastern corner of England.
The United Kingdom is characterized by a long history and by political and cultural links with other areas of the world, the latter mostly a legacy of its large former empire. In modern times the United Kingdom is perhaps best seen as a middle-sized, middle-ranking industrial country.
The political system of the United Kingdom has provided stability and consistency since the 19th century. It is a unitary system centered on London, with some responsibilities devolved to local governments. The national government is a parliamentary democracy dominated by the monarchy, which links the executive, legislature, judiciary, armed forces, and Church of England. Although in practice almost all responsibilities are deferred, the monarch and the royal family are a source of unity and national spirit. In Parliament the House of Lords still consists mainly of hereditary or appointed peers, while members of the House of Commons are elected by a simple "first-past-the-post" system.
This stability of institutions contrasts with and complements the striking heterogeneous social character of the United Kingdom. There is a vocal nationalist spirit in both Wales and Scotland, while division between the Protestant and Roman Catholic communities plagues Northern Ireland. Northern Ireland's troubles have led to terrorist actions, most notably by the Provisional Irish Republican Army (IRA).

Internationally, the United Kingdom is part of the European Union. Economically the United Kingdom has benefited since the 1970s from production of oil from deposits in the North Sea. London has remained a leading world financial center, the time zone allowing it to bridge the gap between trading in Tokyo and New York City. The United Kingdom's traditional strength in manufacturing, however, has been eroded, with employment in manufacturing falling in absolute terms. This has undoubtedly contributed to the stark differences in the social and economic composition of the industrialized north and the more service-oriented, prosperous south, creating a north-south divide.

Socially the United Kingdom suffers pockets of poverty, with some inner-city areas among the worst in Europe. The growth in ethnic minorities from former colonies has enriched the nation's cultural fabric but added to social tensions, occasionally fueling violence. Part two: Advertising agencies’ current situation
There are two advertising agencies with name Saatchi: Saatchi & Saatchi and M&C Saatchi. Both of them are worldwide and UK based. The difference is in their ownership and size. Saatchi & Saatchi has shareholders, but M&C Saatchi is purely private company. Saatchi & Saatchi has its branches in 90 countries, M&C Saatchi-in nine countries. Saatchi & Saatchi Advertising
Saatchi & Saatchi's comparatively brief period of independence started in December 1997, when the agency was demerged from corporate parent Cordiant in a curious reversal of the procedure by which original founders Charles and Maurice created their advertising empire during the Eighties. In June 2000, acquisitive French group Publics, keen to strengthen their hold on the US market where Saatchi’s generate the majority of profits snapped up the network. Pre-acquisition, Advertising Age ranked Saatchi's as the #12 ad organization worldwide in 1999 with gross income of $732m and billings of $7.5bn. Excluding specialized marketing subsidiaries, the agency brand was ranked #17 ad network with gross income of $568m on billings of $5.7bn.
Formerly the holding company for both the Saatchi & Saatchi and Bates Worldwide agency networks,
Cordiant demerged its two principal businesses in December 1997. As a result, the group has ended up as a virtual independent, although it now tops most industry lists as the most likely target for merger or acquisition by a larger marketing group. M&C Saatchi
M&C Saatchi has built up a strong position for itself since formation in January 1995, largely through the much-publicized support of longstanding clients British airways and Mars. Though it doesn't begin to compare t o Saatchi & Saatchi in worldwide size, the brothers' agency still holds a unique position in the UK industry. There's limited scope, however, to mine the existing client list. Though it has offices in nine countries outside the UK, and handles such clients as British Airways, Qantas, Glaxo Smithkline, Pfizer, Rover and Pfizer Consumer Healthcare in various countries, only British Airways can be counted as a truly global client, handled in six countries (http://www.m&saatchi.com/).
Further we can find many facts related to current activities of two agencies on the web sites. For instance, Saatchi & Saatchi’s eponymous ad agency provides creative advertising and marketing services to such clients as Sony and DuPont through its 150 offices in 90 countries. Toyota and Procter & Gamble account for 20% and 14% of its sales. Saatchi & Saatchi owns 70% of creative services firm The Facilities Group and 50% of media buying and planning unit Zenith Media Worldwide. The agency also offers public relations services through Rowland Worldwide. About 50% of sales come from North America. Saatchi & Saatchi is a division of French ad firm Publics Groupe.
Regarding to M&C Saatchi we find following information. M&C Saatchi was named by Campaign, the British trade newspaper, as 1999 Agency of the Year. The award not only recognizes the agency's achievement of becoming the UK's sixth-largest shop within four years of its controversial launch, but also a period in which BT, Rover and Sainsbury's all joined its client roster. TBWA GGT Simons Palmer and WCRS ran the agency close. But M&C Saatchi won on the strength of its ability to tailor itself to client needs and win business on its own merits, rather than the connections of its founding partners. Above all, the award marks the agency's coming of age and this year it answered criticisms that the agency's most powerful driving force was Maurice Saatchi's desire to get even.
The last branch-office of M&C Saatchi opened its door for clients are in South Africa in December 2000. The new agency started with a small client previously handled from London, the Spier Festival, but first priority is to win more business.
The Saatchis had done some of their best work for British Airways before they were ousted from their first agency, and the client remained loyal to them when they left. But other clients have come on board since, helping to build M&C Saatchi into Britain's sixth-biggest agency, with billings of R2, 7bn.
Two strong admen connect these two different advertising agencies back in history. Maurice and Charles Saatchi are two venerable and legendary names in advertising business. After Maurice and Charles Saatchi were ousted five years ago from Saatchi & Saatchi, their names started to relate to M&S Saatchi agency.

It is interesting to know how did they start in advertising business? How did they become so famous?

History of the brothers
Ivan Fallon (The brothers. 1989) and Kevin Goldman (Conflicting Accounts. 1997) wrote separate books about the brothers. *** Both authors tell detailed description of history how the brothers started.
In the middle of May 1970 Charles Saatchi emerged from the office and announced that Cramer-Saatchi agency would become Saatchi & Saatchi. “It’s bloody good name for a new advertising agency,” he went on. “Saatchi & Saatchi-it’s so bizarre no one will ever forget it in hurry.” (Fallon, p.42). Before that he run with Ross Cramer ad agency three years. They were good partners. Ross Cramer wanted to leave. He did not want to enter the agency world again. Therefore he took his younger brother Maurice who encouraged him all the time. Maurice had never worked for the agency before but he had other virtues. Maurice left his work at Haymarket publishing company for Saatchi & Saatchi.
Charles and Maurice Saatchi are Iraqi Jews. They were born in Baghdad: Charles in 1943 and Maurice in 1946. They are middle of four sons of Nathan and Daisy Saatchi who immigrated with their children to England in 1947. “Sa’aatchi” in translation from Arabic means “watchmaker” or “watch dealer”. However, Nathan Saatchi was a successful textile merchant. His sons were growing in “very religious family” in strong family tie. But all of them have so different characters and personalities.
Charles was “the problem child”. He left school at seventeen. He was an avid TV watcher, absorbing both the culture and TV advertisements. Charles did more than watch: he raced (Fallon, p16). While he was racing on the transverse-engined Mini, his brother Maurice was his faithful supporter and mechanic.
In contrast, Maurice was quieter, shyer, and academically far brighter. He was consistently honor student at Tollington Grammar School. He is only university graduate among employees of Saatchi & Saatchi. He graduated the London School of Economics. His professor Persy Cohen remembers Maurice’s habit of listening and observing and not committing himself quickly: “You could never imagine him panicking.” (Fallon, p.17)
The have registered their agency in August 1970. Wile Charles was dominating the creative output, preparing pitches and even presenting to clients, Maurice was drumming up new business. Charles made much of concentration on creativity. His philosophy was simple. “The creative function is the main one of only two services an agency should provide: the other is media buying”, he said (Fallon, p.69). He wishes all his creative people would have to act as if they were salesmen.
Maurice was not greatly involved in the creative side. First thing he did for the agency was moving it to the elegant building on the Golden Square. He run errands, did research, made twenty-five telephone calls. He proved to be an excellent new business getter and presenter. He was also a natural organizer. He did a lot to present the agency saying oh the phone: “Hello, may name is Maurice Saatchi, and we’re a new advertising agency. Although you’re very happy with your present advertising agency, I think it would be worthwhile your coming to talk to us and see a presentation we have prepared for you.” (Fallon, p. 72)
Charles had ability to generate personal publicity. He conducted one-man press campaign by telephone when he was working with Cramer. He picked up ad-industry gossip and shaped into news items, and phoned them to magazines. In return he expected some favorable mention of his own activities. He cultivated fame in another way too: through recognition for the quality of his creative advertisements. His Ford ad was included in the 1967 Selfridge’s ad annual.
First time the Health Education Counsel was only one client. Then Citrus Marketing Board of Israel became the second one. Imaginative ideas of Maurice to hire food retailer, to provide management consultancy, to have a good media buyer, or to hire a woman for creation of cosmetics ad kept the agency to grow and grow. At the end of first year the agency had made a profit nearly 20,000 pounds. Toward the end of their second year, the Saatchis decided to buy out the original investors: Lindsay Masters, Mary Quant, and Plunket-Greene. That year its profit was 90,000 pounds. They wanted to acquire everything: research, management, and marketing companies. They wanted to be number one.
The ad “The pregnant man” by Jeremy Sinclair brought recognition to the agency on the international arena. I became an icon of sorts for the agency. In 1987 Harvard Business School did a case study and concluded “pregnant man established Saatchi & Saatchi’s reputation as the UK’s creative agency. The ad for the conservative party was credited by many with propelling Margaret Thatcher into power as a Prime Minister.
Saatchi & Saatchi had a policy not to meet clients. Also, they had a policy not to seek 15% compensation on billings, the traditional industry standard. The Saatchis described it as ‘dying system,” so they would charge clients 22%.
Everything went well with its ups and downs until, the board of directors under threat fired Maurice the firm’s largest shareholders in December 16, 1994. Then Charles left the agency following his brother. They started over again a month later with a new rival agency name M&C Saatchi. It quickly snapped up former Saatchi & Saatchi clients, most importantly British Airways.
By May 1996, Saatchi & Saatchi Advertising lost its status as the UK’s largest ad agency for the first time since 1988 (Goldman, p.347). But Saatchi & Saatchi survived with the Cordiant.

How different news organizations covered the Kursk submarine disaster


Introduction

The giant Russian nuclear submarine Kursk sunk on Saturday, August 12 in the Barents Sea during its training exercise. All, 118 crewmembers died aboard. Russian officials described the disaster as “the worst” and a “catastrophe that developed at lightning speed.” News organizations around the world picked up this subject immediately after officials announced that something had happened to the Kursk. The way Russian officials handled news distribution to the public influenced process of news gathering and dissemination in the media.

For the Moscow Times*, a daily newspaper published in Moscow, it was big national news with some international perspective. For CNN, an American cable TV network, it was sensational international news. Both organizations developed a special news report section on their online versions to systematically cover the Kursk disaster.

The Moscow Times titled its special reports on this subject “The Kursk Tragedy” and one could get to them from the link on the front page. CNN named its in-depth specials “Death of the Kursk” and the link to them was on CNN.com/Europe**.

The purpose of this paper is to compare news coverage related to the Kursk on online versions of the Moscow Times and CNN. During the period between August 14 and November 8, The Moscow Times.com published 32 news pieces, while CNN.com posted 51 stories. This tragic event was developed as political, business and human story for both organizations.

What we know about the Kursk? Let’s check it by answering 5W-s and H questions.

When did it happen?

Both media outlets found out about the incident two days later it occurred because Russian officials belatedly released information. They initially reported that the Kursk lost contact on Sunday, August 13, and withheld information until Monday, August 14. That is why The Moscow Times and CNN put their first stories on this event on August 14 like all other news organizations in the world. Much news is dedicated just to clarify or confirm the date when the Kursk sunk. To confirm that both news organizations used third party information: The Norwegian Seismic Monitoring Center recorded two explosions occurring one after the other on Saturday, August 12. One explosion happened just before 11:30 a.m., followed by a more powerful blast two minutes, 15 seconds later. Russian officials have neither confirmed nor denied this timing.

Some days later, CNN.com got information from the New York Times, which quoted, unnamed senior intelligence officials and senior Navy officers. “Sonar tapes and other recordings captured sounds of two explosions believed to have sunk the Kursk, on August 12, killing all 118 people on board, contain the strongest evidence of the U.S. theory of a torpedo explosion”, confirmed these sources. Acoustical tapes were made by the American submarine USS Memphis which was one of two submarines spying on the major training exercise by Russian submarines in the Barents Sea. Sonar tapes from the Memphis were analyzed at the National Intelligence Center near Washington.

Another finding, this one a bit more personal, shed light on the last moments in the Kursk. A note was found in the pocket of Lt. Dmitry Kolesnikov, whose body was one of the first to be recovered from the Kursk. The Moscow Times wrote about it clearly while the Russia’s Navy commander, Admiral Vladimir Kuroyedov quoted the note as saying:

The time is 13:50. All the crew from sixth, seventh and eight compartments went over to the ninth. There are 23 people here. We made decision as a result of an accident. None of us can get to the surface. (By Sarah Karush, Note tells of 23 Sailors who lived, October 27, 2000)

The chief of staff of the Northern Fleet, Vice Admiral Mikhail Motsak said the note was written between 1:34 p.m. and 3:15 p.m. the day the submarine sank. He also said the 23 crew members moved into ninth compartment at 12:28 p.m.
As the above facts indicate three sides - Norwegian, American and Russian - matched in their determination of timing, and thus we can be relatively certain when the Kursk sunk.

Where did it happen?

Of course, almost everyone knows the answer to that – it sank in the Barents Sea. And yes, that is true. But CNN’s story on August 14 with a title “Russian submarine rescue bid under way”, tells us the exact location where the Kursk now lies at the bottom of the sea: “The submarine was listing some 60 degrees to the port side and was 85 miles from the naval base of Severomorsk.” Such detailed information is not found in the Moscow Times coverage. According to CNN, the reporter got this information from Russian news reports.
However, both CNN and The Moscow Times agreed that the warship is 110 meters below the sea surface.

What happened? Who did it?

The Kursk sank and many people died. Those facts are for certain. But some aspects of the disaster remain unknown. From the coverage on both websites, people learned that there were two explosions. However, still, to this day nobody knows what caused them.
The Moscow Times and CNN both have been following the event as it has developed, and their news coverage pretty much explains what happened after the disaster occurred. Russians attempted four times for the first week to rescue their sailors from the sunken sub, but they could not because of lacked equipment and trained divers. Then Norwegians came to rescue 10 days later. Unfortunately, the divers found no one alive and concluded all 118 sailors died. In addition, they found the front and hull of the Kursk seriously damaged and the sub fully flooded.
In October, the Norwegian and British came to recover corpses of sailors. The Norwegian helped to train Russian divers abroad. So, twelve divers worked together and recovered 12 bodies of Russian sailors of the Kursk. Poor weather and low-visibility prohibited them from working further. This news was covered by The Moscow Times and CNN, equally, and in a timely manner.
What will happen next? The Russian Government is planning to raise the Kursk next summer. Until then, the Russian navy will monitor the place where the Kursk sank.

Why did it happen?

Because nobody knows exactly what happened, no news organization can explain the reason why it happened. Russian officials suggested three main theories: a collision with a foreign submarine, World War II mine and torpedo malfunction. But they could not prove anything. Their assumptions and explanations were followed in most stories by the Moscow Times and CNN as well.
A lot of questions related to this event are still waiting answers. For instance, was it a collision with other object, such as a foreign submarine like Russian top naval officials are suggesting? Was it a malfunction torpedo, as some military experts from different countries say? (According to CNN Pentagon officials support this view). Did a cruiser named “Peter the Great” hit the Kursk like Berliner Zeitung, a German daily reported? Was it just flooding? Was it caused by a World War II mine?

How did it happen?

This question will be clear only after the “Why” questions answered. No single story from both organizations explained it, but they reported some views of sources that support one other theory of what happened.
Russia’s Navy commander, Admiral Vladimir Kuroyedov was one who was in hurry to announce that the Kursk collided with a foreign submarine, probably American or British. He said at one of the press briefings that he is 80 percent sure that collision happened. But he did not explain how the collision could happen. American and British officials denied this version just after his first statement. Two lawmakers from Duma, Alexei Mitrofanov and Nikolai Bezborodov suspected the USS Memphis was to blame. Mitrofanov said Moscow should appeal to President Bill Clinton and the U.S. Congress to allow an “external examination” of the Memphis. But Duma did not support them. So Russian officials cannot explain how the Kursk sank. However it is clear that most of crewmembers immediately died from the explosions and some of them survived two explosions, but they run of oxygen and died from poisoning by carbonic monoxide.

U.S. officials believe a rocket-propelled torpedo being loaded or launched as part of an exercise misfired, its engine or its fuel exploding. After two minutes and 15 seconds, a powerful explosion of the torpedo’s warhead tore a gaping hole in the submarine’s bow, killing most if not all of the crew instantly. This theory firstly was published in the New York Times and CNN duplicated it on August 29. Then CNN gave one more explanation to this theory on September 8. It says:
Pentagon officials said the United States does not know the cause of the blast, but speculation has centered on a problem with a new type of torpedo powered by liquid fuel.
The theory is the torpedoes’ liquid fuel system could explode in the torpedo tube, causing a chain reaction.

The Russian Red Star military newspaper reported the day after the accident that the Kursk had been carrying the liquid-fuel propelled torpedoes. It reported the Kursk captain had complained the new torpedoes were more dangerous than compressed air ones they replaced. (Jill Dougherty & Jamie Mclntyre. “Unstable weapon may set off explosion”)

Because of many unclear situations in this issue there are a lot of rumors, assumptions and speculations around this event are going on. One of them is a report of a German daily newspaper Berliner Zeitung. The Moscow Times and CNN both came to interpret this coverage.
As The Moscow Times reported on September 9:

The respected Berliner Zeitung daily said a cruise missile fired from the Peter the Great cruiser inadvertently homed in on the Kursk on Aug. 12. Peter the Great was the first ship to arrive at the site of the distressed submarine.
The newspaper cited an Aug. 31 report by the Federal Security Service to President Vladimir Putin as saying that a “Granit-type” cruise missile was launched from the ship and flew 20 kilometers before diving into the icy waters above the Kursk.
The missile had a new warhead designed to seek and destroy underwater targets, according to the report. The newspaper said the study was prepared under the supervision of FSB chief Nikolai Patrushev (By Simon Saradzhyan, “Report: Kursk Sunk by Warship Missile”)

Deputy Prime Minister Ilya Klebanov and Defense Minister Igor Sergeyev denied the allegations in the report. A Federal Security Service spokesman also called the German report “groundless.” According to experts, the Granit cruise missile is built to attack surface ships-not submarines. That is their main argument.
CNN’s story titled “Russia, U.S. agree ‘friendly fire’ did not sink Kursk,” said U.S. officials also skeptical of the German newspaper report.

Topics in news coverage

Topics vary from story to story. However, first of all the topic of rescue of sailors, then recovery of bodies became big topics for both media. In any disaster-oriented story, human issue is important. That is why there is no surprise that those topics were covered widely. It was difficult to know clearly whether Russian officials knew from the very beginning what happened to the Kursk and they deliberately misinformed media people or they truly did not know like others. However, both organizations tried to inform all steps in rescue and recovering operations.
The Moscow Times reported rescue operation until August 25; CNN reported until August 22. Actual rescue operation stopped on August 21. This difference in reporting can be explained by the type of the media. Since The Moscow Times is a newspaper, it focuses on deeper reporting (That is why its most stories are longer than CNN’s) and it came to the topic again to explain in depth how recovery operation had done. In contrast, CNN alerted as a wire service to give story timely in accordance with events. Nick Wrenn, editor of CNN.com/Europe wrote, “We updated our stories often minute by minute when the details were coming through. The deadline on the Internet is always now.”

Recovery was very emotional subject that people followed holding the breath. Quite many stories are dedicated by two organizations to this topic. CNN had more news quantitatively because it updated its news coverage frequently putting two and more stories a day when it gets even one detail to add to the already published story. There were 10 stories in The Moscow Times and 22 on CNN.com related to recovery operation. Sometimes, CNN gave a package of three or more news stories with various angles. For example, in the edition on August 24, there are four stories in one package:
· Radiation levels “normal” around the Kursk
· Russian officers “hampered rescue bid”
· Criminal inquiry launched
· Memorial services on land and sea

Each of those stories has a different aspect to the Kursk tragedy.

Besides above-mentioned main subjects (rescue and recovery) the following topics were covered by both organizations:
· Theories for reason
· Misinformation by Russian officials
· Vladimir Putin’s image
· Environmental fear
· Mourning of sailors

The Moscow Times did not cover what CNN informed:
· Sedated Kursk mother
· Criticism of Russian officials by Norwegians
· Russian Human right would sue Putin
· Memphis was analyzed
· Gorbachev and Chernobyl

CNN did not cover what The Moscow Times informed:
· How the compensation to the relatives was distributed
· Fund raising organizations on behalf of the Kursk sailors

Contrasts/Comparison in news coverage

War in Chechnya- Kursk disaster (CNN and MT)

Two media organizations came to compare the Kursk tragedy to the war in Chechnya because both disasters have some similarities and differences.
Similarities:
Both disasters took lives of many people: the Kursk 118 sailors and war in Chechnya some 2,700 soldiers.
Government control dominates in both cases because those are military and national security related issues.
Differences:
The Kursk disaster got huge media attention and Chechnya has stayed mostly out of the media spotlight, partly because of public indifference. The war in Chechnya has strong popular support among Russians: They see it as necessary response to the lawlessness and violence that spilled out of the southern republic after it gained de facto independence in 1996. Russian forces returned to occupy Chechnya last autumn.

Compensation to the family of the Kursk crewmembers is 725, 000 rubles in addition to the standard package and payment to the family of soldiers is 6,000 rubles without any extra aid. This comes from different policy of the Russian Government to sailors or pilots from servicemen. A standard one-time payment to the family of a sailor or pilot is 120 times more than the payment to the servicemen’s family. Each family member receives an individual insurance payment of 25 times the servicemen’s salary. A separate payment is made to cover funeral costs.
The Russian public in general accused the discrimination policy against those who lost children in Chechnya or in army. Therefore it got the Moscow Times’ attention. In order to cover this topic, the newspaper quoted ordinary sources.

Tatyana Kruglova, whose son Anton was killed in Chechnya last year, said she found the difference between the payments to the Kursk families and the money she received hard to stomach. “When we heard what they were going to receive, we felt a little hurt,” she said. (Kevin O’Flynn. “Kursk Aid Attacked as Unfair”. September 2, 2000)

CNN.com used the AP story to show feeling of soldiers in Chechnya. Here is also use of ordinary sources.

Everyone is grieving for the sailors. As for us, no one gives a damn,” said Kolpakov, a 19-year old sergeant, his weather-beaten face twisted by emotion. “Two weeks ago, our company lost 14 men and who mourned for them? A colonel shouted at us and said it was our own fault. (By AP. “Russian soldiers say public forgot Chechnya”. September 1, 2000. 4:27 a.m.)

The Kursk and the Komsomolets submarine
This comparison is done by only CNN. In one of its very first stories, CNN wrote as a background that the Russian navy suffered another nuclear submarine disaster in Barents Sea in 1989. By that time, the crew of the Komsomolets abandoned that vessel after a series of electrical fires broke out. A total 42 Russian sailors died in that incident. CNN might have very good archive to use for reporting and remind important events in the past.
Putin/Kursk-Gorbachev/Chernobyl
This comparison is in CNN’s coverage. Even though the image of the Russian President Vladimir Putin was one of the hot issues in the coverage of the Kursk tragedy, the Moscow Times never mentioned about Chernobyl disaster. By contrast, CNN reminded about Gorbachev and Chernobyl twice when it reported about Putin’s image.

CNN.com writer Douglas Herbert wrote from London:

Former Soviet President Mikhail Gorbachev waited 18 days in 1886 to issue his ringing verdict about the lessons of the Chernobyl nuclear disaster, the world’s worst nuclear accident and an event many experts, in hindsight, believe, believe hastened the Communist collapse.
Similarly, President Vladimir Putin, the second freely elected president of an independent Russia, remained silent for five days this week before addressing the fate of the 118-man crew stranded in a crippled submarine at the bottom of the Barents Sea. (August 18, 2000. 14:32 GMT)

In another story putting on the CNN.com, AP quoted personally Gorbachev when he came to New York.

Mikhail Gorbachev, the former Soviet president attacked for his delay in commenting on the Chernobyl disaster 14 years ago, has criticized Vladimir Putin for his handling of the Kursk submarine tragedy. He said the Russian president’s errors were “mistakes of style” and that Putin’s initial response, which came four days after the Kursk tragedy, was “inadequate. (August 18, 2000. 14:32 GMT)

It is ironical. Using Gorbachev as a source is important, but when he started to criticize Putin for delaying information is irony.

Sources

The navy’s Soviet style of reluctance to provide information influenced very much news coverage specially using sources. Their way of handling information has kept regular bias in stories of both organizations toward official sources. In this sense, reporting of the Kursk tragedy reminds reporting during wartime, where it is difficult to use both or many sides of sources.
The Table 1 (page 14) shows that media organizations used mostly Russian officials as sources. It is because of the main object involved into this story was a Russian submarine that was taking modern weapons about which other countries did not know. This relation to the military secrecy made reporters dependable on Russian official sources that were extremely reluctant to give information. CNN’s Nick Wrenn confessed that their weakness in reporting of this event was limited access to Russian sources. As he wrote “Details in the early days were often slow to emerge. Later the Russian authorities were more forthcoming in briefing the world’s media.”

Another important source for reporters was the media itself. Reporters of various news organizations gathered information at the same press conferences from the same sources. If reporters did not attend the briefings, they got wire services to get background material like facts, figures and quotes. The Moscow Times’ reporter Kevin O’Flynn wrote that access to sources of information was through wires, ringing up press office of Navy and people in Vidaevo. Using AP stories made news coverage of totally different news organizations: The Moscow times and CNN, in many cases similar. Hence, most of news stories are “borrowed news” in either media. Especially, in October and November, when the interest to this event is declined, CNN started to rely mostly on AP and the Moscow Times on Reuters. (See Table 2 on the page 14)
Because it was military issue, reporters used many unnamed sources. Mostly Pentagon officials and one foreign expert were in anonymity in stories by CNN. Some military people, many experts and one ordinary person were unidentified sources in stories by The Moscow Times.
Conclusion

The Kursk submarine disaster was one of the biggest events of the year that got international resonance. Dependence on Russian official sources made reports of various organizations similar. However, different news organizations tried to cover the event from their own perspective.
From the Moscow Times and CNN’s coverage on this issue, I got an impression that tradition of Cold war coverage is still there. People’s minds have not changed much because Russian officials were seeking the reason from outside, not from inside. Americans also were too much critical to Russians like it was during the Cold War period. Media organizations were silent in early stage of development of the story. Just after official announcement that all crewmembers died, spin-doctors went to work. Journalists as products of own society experienced this old tradition once again in their work.

Сэтгүүлч гэдэг бол эзэмшсэн мэргэжилтэй холбогдсон, сурвалжлагч гэдэг бол эрхэлж буй ажил, албан тушаалыг илэрхийлсэн нэр томъёо билээ. Аль нэг сургуульд буюу хэвлэл мэдээллийн байгууллагад суралцангаа буюу ажиллангаа мэдээлэл олж цуглуулах, цуглуулсан мэдээллээ тодорхой хэлбэрт оруулж эвлүүлэн бичих, тийнхүү бичсэнээ засварлаж өөрөө хянан тохиолдуулах чадварыг эзэмшсэн хүн сэтгүүлч гэсэн мэргэжлийг эзэмшдэг. Гэтэл сонгуулийн сурталчилгааны турш ингэж бичээд байсан. Нэр дэвшсэн хойноо бол түүнийг зүгээр л бие даагч З.Алтай гэхэд болох байсан л даа. Маклуянизмын энэ онол анх телевиз, радио эрчээ аван хөгжиж эхэлсэн үед гарч ирсэн бөгөөд Интернэтийн энэ эрин үед эрдэмтэн, мэргэд уг онолыг олон шинэ санаа, судалгааныхаа үндэслэл болгон ашиглаж байна. Түүнчлэн энэ онол зар сурталчилгаа, олон нийттэй харилцах гээд олон салбарыг хөгжүүлэхэд түлхэц өгч байна. Ингээд онолын тайлбартай танилцана уу.

Маклуянизм буюу хэвлэл мэдээллийн тухай шинэ ойлголт*

Мэдээллийн хэрэгсэлтэй холбоотой олонхи онол нь түүний нийгэмд үзүүлж байгаа сөрөг нөлөөний тухай байдаг. Харин 1960-аад онд Канадын эрдэмтэн Маршалл Маклуян (1911-1980) тухайн үедээ шинэ тутам хэрэгсэл гэгдэж байсан радио, телевизийн нийгэмд гүйцэтгэж буй үүргийг судалж үзээд хамгийн эерэг онолыг гаргаж иржээ. Энэ онол нь нийтлэг таамаглалаар холбогдсон нэлээд олон санааны цуглуулга юм. Харилцаа холбооны технологийн өөрчлөлт нь соёл, нийгмийн эмх журам хоёрт гүнзгий нөлөөг зайлшгүй авчирна гэсэн таамаглал тэдгээр санааны төвд оршдог байна.

Маклуян утга зохиолын шүүмжлэлээр мэргэшсэн хийгээд мэдээллийн харилцааны онол, түүхийн талаар ч чамгүй мэдлэгтэй нэгэн байжээ. Жараад он бол хэвлэлийн технологи нийгэмд аль хэдийн байр сууриа олчихсон, харин араас цахилгаан мэдээллийн хэрэгслийн эрин үе залгаж эхэлж байсан үе билээ. Чухам ийм үед улам бүр өргөжин хүрээгээ тэлж байсан радио, телевизийн нийгмийг өөрчилдөг үр нөлөөний талаар Маршалл Маклуян “Хэвлэл мэдээллийг ойлгох нь” (1964) хэмээх хожим хойчийн онолчдын гарын авлага болсон номоо хэвлүүлэн гаргасан юм. Энэ номдоо тэр харилцаа холбооны шинэ технологи нь нийгэмд шинэ эмх журмыг бий болгож, шинэ соёлыг үүсгэнэ гэдэг талаас нь өөрөө онолын концепци томъёоллыг гаргаж тайлбарласан байдаг. Түүнчлэн цахилгаан мэдээллээс болж хэвлэмэл мэдээлэл устах уу гэдэг асуултыг тавиад хариуг нь олоогүй орхисон байх аж. Мэдээллийн “Хэрэгсэл өөрөө илгээлт мөн” гэж түүний бүтээлдээ тунхаглан зарласан үгийг өнөөдөр Интернетийн үүсгэж байгаа шинэ орчин нөхцөлийн үед онолчид олонтаа давтан хэрэглэсээр байна. Тухайн үедээ Маклуян уг хэллэгийг тайлбарлахдаа бид нийгмийнхээ болон өөрсдийнхөө туршлагыг шинэ хэлбэрийн мэдээллийн хэрэгслийг ашиглан өөрсдөө хүргэж байгаа нь хэлж ярьж байгаа зүйлийн маань агуулгаас ч илүүтэйгээр нийгэмд эрчимтэй өөрчлөлт авчирч байна гэжээ. Энгийн үгээр хэлбэл, хүмүүс дүрстэйгээ, дуу хоолойтойгоо олны өмнө гарч ирж байгаа тэр л байдал нь тэдний юу хэлж ярьснаас илүү бусдын анхаарлыг татаж даган дуурайх ч юм уу, ярианы сэдэв болох ч юм уу, ургуулан бодох санаа өгөх ч юм уу ямар нэг байдлаар нийтэд нөлөөлж байна гэсэн үг юм. Сонин хэвлэлийн хувьд урьд нь түүнд нийтлэгдсэн мэдээ материалыг л тухайн мэдээллийн байгууллагаас нийгэм, олон түмэнд хүргэж буй илгээлт гэж онолын хувьд үздэг байсан бол радио, телевизийн хувьд хэрэгсэл нь өөрөө илгээлт болон хувирчээ. Учир нь илгээлтийг явуулж буй хүмүүс нь хэлж байгаа зүйлтэйгээ (агуулгатайгаа) хамт ямар нэг дөрвөлжин хайрцгаар сонсогч, үзэгчтэй шууд учирч эхэлсэн юм. Ийм шууд учралын үед тэдний яриаг шимтэн сонсохоосоо өмнө хүмүүс хэн гарч ирэв, ямар нөхцөлд байна, юу өмссөн байна гэдгийг илүү анхаардаг тул дүрс, дуу хоолой, түүнийг дамжуулагч аппарат хэрэгсэл нь хэлж дамжуулах зүйлийн гол агуулгаас өмнө мэдээллийн чухал илгээлт болж хувирдаг байна.

Маклуяны шинээр гаргаж ирсэн өөр нэг томъёолол болох даяарчлагдсан тосгон гэдэг ойлголтыг хэвлэл мэдээллийн нийгэмтэй харьцах харьцааг тайлбарлахад өргөнөөр ашигладаг. Цахилгаан мэдээллийн хэрэгсэл нь дэлхий ертөнцийг нийгэм, улс төр, соёлын нэг тогтолцоотой нийгмийн байгуулал болгож хувиргалаа гэж Маклуян дүгнэжээ. Сансрын холбоотой болсон өнөө үед энэ томъёолол бүр хүчээ авч байна. Учир нь даяарчлагдсан тосгон бол орон зай, цаг хугацааны алинаар нь ч хязгаарлагдахгүй билээ. Харин эл эрдэмтэн хүмүүсийн мэдрэмжид хэвлэл мэдээлэл ямар нөлөөтэйг илүү сонирхож байсан болохоор даяарчлагдсан тосгонд мэдээллийн хяналт ямар байх вэ гэдэг асуудлыг огт хөндөлгүй орхижээ.

Маклуян хэвлэл мэдээлэл нь орон зай, цаг хугацааны орчилд хүний үзэх, сонсох, хүртэж мэдрэхийг өргөтгөх замаар хүнийг гэгээрүүлж өргөжүүлнэ хэмээн тунхаглажээ. Цахим мэдээллийн хэрэгсэл нь дундаж хүнийг хоромхон зуур газар бүрт хүргэхдээ харааг нь сунгаж, нүдийг нь нээнэ гэж тэр бичсэн бөгөөд харин тийнхүү мэдрэмж нь өргөжсөн жирийн хүмүүс цаашид юу хийх вэ, мэдээлэлд хэт дарагдвал яах вэ, тэд бодит ертөнцөөс зохиомол руу орох болов уу зэрэг асуултыг тавьж зарим үед өөрөө түүндээ ойлгомжгүй, толгой эргэмээр хариулт өгсөн байдаг.

Дээрх гурван дүгнэлтээс гадна Маклуян хэвлэл мэдээллийн халуун ба хүйтэн хэрэгслийн тухай санааг оруулж ирсэн юм. Чингэхдээ хэвлэмэл мэдээллийг халуун, цахим мэдээллийг хүйтэн гэж ангилжээ. Бүдэг бадаг, сүүдэртэй дүрс (60-аад онд зурагтын хар, цагаан дүрсний байдал тийм л байсан)-ийг харахдаа мэдээллийг орхигдуулахгүйн тулд маш их анхаарал тавих замаар дүрсийг бүрэн болгож гүйцээхэд хүн өөрөө идэвхтэй оролцох ёстой болдог учир телевизийг хүйтэн гэсэн байна. Өөрөөр хэлбэл хүйтэн мэдээллийг үзэгчид өөрсдийн оролцоогоор халааж байдаг гэж үзжээ. Энэ тайлбараараа телевизийн хувьд дүрс ямар чухал хийгээд ер нь дүрс үнэмшилтэй, утга учиртай гэдгийг тодотгож, цаашилбал олон хүнийг татах телевизийн нууц нь дүрсэнд оршино гэж Маклуян нотолсон байдаг.

Нөгөө талаас бидэнд хэрэгтэй зүйлийг бидний өмнөөс олж аваад цэгцэлж бүрэн мэдээлэл өгдгөөрөө хэвлэмэл мэдээллийг халуун гэж ангилжээ. Сонин сэтгүүлийн утга агуулгыг бий болгоход бид оролцохгүй бөгөөд харин аль хэдийн бэлэн болсон нийгмийн дүрслэлүүдийг олж мэднэ хэмээн тэр тайлбарлажээ. Ингэж ангилсныхаа дараа Маклуян “Халуун нь яваад хүйтэн нь ирэх нь” гэж зарлахдаа Жон Кеннеди, Ричард Никсон нарын АНУ-ын ерөнхийлөгчийн сонгуульд өрсөлдөж байсан тохиолдлоор жишээ татсан байдаг. Ж.Кеннеди телевизээр олонтаа гардаг байсан учир түүнийг хүйтэн дүрстэй, Р.Никсон сонин хэвлэл дээр их гарч байсан тул халуун дүрстэй гэж үзээд улмаар өргөн нэвтрүүлэгдсэн ерөнхийлөгчийн сонгуулийн халз маргаанд Кеннеди ялсан нь телевизийн ач тус юм гэж дүгнэжээ. Өөрөөр хэлбэл, Кеннедийн зурагтаар гарсан бүдэг бадаг дүрс Никсоны сонин дээр гарсан бүх зүйл нь тод зурагнаас илүү олны анхаарлыг татаж чадсан гэсэн үг. Түүнээс хойш улс төрийн зөвлөхүүд сонгуульд нэр дэвшигчдийг сонгохдоо олон нийтэд телевизээр хэр харагдах талыг бодолцдог жишиг тогтжээ.

"Mass Communication Theory" нэр томъёоны тухай

Саяхан нэг оюутантай харилцаж байгаад блог руу маань ордгийг мэдлээ. Уг нь би зөвхөн сэтгүүл зүйн багш нарт хэрэгтэй бичлэгүүдээсээ түүж тавьж байсан юм. Гэхдээ завгүйгээрээ шалтаглаад нэлээд удаан завсарлачихлаа. Тэгээд ч англи дээр байгаа зарим зүйлээ орчуулж амждаггүй. Ер нь блогоо зөвхөн багш нараар хязгаарласны хэрэггүй юм байна гэж бодлоо. Оюутнуудтайгаа, сэтгүүлчидтэйгээ хуваалцах санаагаа товч атугай бичиж байя гэж бодлоо. Зарим оюутнууд маань англи, солонгос, герман хэл сурцгаасныг ч олж мэдлээ. Тэгэхээр заавал монгол хэл дээр биш мөн англи дээрх материалаа тавьж болох юм байна гэж бодлоо.
Энэ удаа би саяхнаас зааж эхлээд байгаа онолын хичээлийн лекцнээсээ нэгэн нэр томъёоны тухай хэсгийг нь нийтэд хэрэгтэй санаа гэж үзээд авч тавихаар шийдлээ.

Хичээлийн нэр

Хичээлийн маань нэр “Олон Нийтийн Харилцааны Онол” гэж хэдэн жилийн өмнө боловсролын яамны батлагдсанаар бичигдсэн байгаа. Харин би заахдаа Олон Түмний Харилцааны Онол” гэж заана. Тиймээс би батлагдсан нэрний дор үүнийг давхар бичээд байгаа юм шүү. Та нарын толгойг эргүүлэх гэж ингэж байгаа юм биш. Хичээлийнхээ агуулгатай холбогдуулж нэр томъёогоо засаж хэрэглэе гэж бодсон юм. Энэ хичээлийн англи нэр нь “Mass Communication Theory” юм. Та нарыг “Mass” гэдэг үгэнд нь анхаарлаа хандуулахыг хүсье. Хэрэв Д.Алтангэрэлийн англи-монгол хэлний толь бичгийг сөхвөл энэ олон утгатай үгийн тайлбарт “олон түмэн, ард олон”, ба “олон нийтийн” гэсэн хоёр утгын аль аль нь орсон байгаа. Хоорондоо төстэй бөгөөд сүүлчийнх нь эхнийхээ дотор багтах ойлголт бүхий энэ холбоо үгсийн эхнийх нь буюу “олон түмэн, ард олон” гэдэг нь хэвлэл мэдээлийн нийгэм дотор үүсгэсэн ерөнхий харилцааны хувьд ихээхэн таарч тохирч байгаа юм.

Монгол оронд ХХ зууны эхээр олон түмэнд зориулсан хэвлэл, мэдээлэл үүсэж хөгжсөнөөс хойш сэтгүүл зүйн онолын тайлбаруудыг Зөвлөлтийн эрдэмтдийн бүтээлээс манайхан орчуулж буулгахдаа “Теория Массовой Коммуникаций” гэдгийг “Олон Нийтийн Харилцааны Онол”, “Средство Массовой Информаций” гэдгийг “Олон Нийтийн Мэдээллийн Хэрэгсэл” гэж хэрэглэх уламжлалыг тогтоосон нь өнөөг хүртэл үргэлжилсээр байгаа юм. Энэ нь тухайн нэр томъёонуудыг онож орчуулаагүй тохиолдол байж болох ч хэвлэл мэдээлэл нь үзэл суртлын онолоор ажиллаж байсан 1990-ээд оноос өмнөх үед “олон нийт” гэдэг ойлголт нь ухуулгын сэтгүүл зүйг хэрэгжүүлэхэд тун тохирч байжээ. Харин чөлөөт хэвлэл мэдээлэлтэй болсон энэ цаг үед уг нэр томъёо үнэхээр тохирохгүй болоод байна. Зүй нь Ц.Дамдинсүрэн, А.Лувсанвандан нарын зохиосон “Орос-Монгол Толь”-ийн 260 дугаар талд “масса” гэж үгийг “олон түмэн, өргөн олон, өргөн түмэн” гэж орчуулсан утга бидний энэ хичээлийн нэрний хувьд тохирох билээ.

Үнэн чанартаа бол “олон нийтийн” гэсэн холбоо үг нь англи хэлэнд эргээд буулгахад “public” гэж орчуулагдах болоод байгаа юм. Та нар дахиад Д.Алтангэрэлийн англи-монгол хэлний толь бичгийг сөхөөд үзээрэй. “Public” гэдэг үг “олон нийт” гэсэн утгаар л тайлбарлагдсан байгаа. Түүнчлэн “олон нийт” гэдэг нь “олон түмэн” гэсэн үгийн дотор нь багтах явцуу утгатайг Америкийн “Уэбстэрийн англи шинэ үгийн толь”, Английн “ХХ зуунд англи хэлэнд орж ирсэн шинэ үгс” толь бичгүүдийн тайлбар ч харуулж байна.

Түүнээс гадна “рublic” гэдэг англи үг нь “улсын”, “засгийн газрын”, “нийтийн” гэсэн явцуу утгаар хэрэглэдэг. Үүнийг дараах жишээгээр харуулъя.

Оросоор ч гэсэн “рublic” гэдэг үгийг “общественность”(олон нийт), “общественный” (олон нийтийн) гэж орчуулдаг нь дээрх утгатай яг таарч тохирдог. Сургалтын явцад сэтгүүл зүйн чиглэлээр гарсан бүтээлүүдийг уншиж танилцахдаа ОНМХ (Олон Нийтийн Мэдээллийн Хэрэгсэл) гэж товчилсон үг тааралдвал ОТМХ (Олон Түмний Мэдээллийн Хэрэгсэл) болгон залруулж байх юм шүү.

Энэ хичээлээр бид нийгмийн доторхи харилцааг дэлхий нийтийн хэмжээний өргөн утгаар судлах тул нэр нь “Олон Түмний Харилцааны Онол” байх нь тун чухал юм. Ерээд оны эхээр олонтаа зохиогдож байсан хэвлэлийн эрх чөлөөний тухай семинаруудын нэг дээр хуульч Б.Чимид гуай “Олон түмний мэдээллийн хэрэгсэл” гэж хэлж тогтох тухай санал гаргаж байсан юм. Харамсалтай нь энэ саналыг тухайн үедээ хэн ч анхаарч өлгөж аваагүй орхижээ. Харин бид “Сэтгүүлч” коллеж дээрээ шинэ нэр томъёогоор нь олон түмний харилцааны онолыг заах гэж байна. Дашрамд хэлэхэд, манай кино урлагийхан нэр томъёогоо сэтгүүл зүйн бидэнтэй адил орос хэлнээс авсан мөртлөө “масс” гэсэн утгыг “олон түмэн” гэсэн зөв утгаар нь авч хэрэглэсэн байдаг юм. Тэд “массовка” гэдгийг “олон түмний хэсэг” гэж ойлгомжтойгоор орчуулсан бөгөөд энэ нь нийгмийн олон янзын давхаргыг төлөөлсөн туслах дүрүүдийг дэлгэцэнд гаргаж харуулдаг хэсэг билээ.

Дайны цагийн хуулиар ажиллаж сурцгааж дээ,сэтгүүлчид минь

Улс орон мааньд онцгой байдалд тогтсон энэ үе дайны цагийг санагдуулж байна. Нэгээс бусад телевизийн үйл ажиллагааг зогсооно гэдэг ямар том цензур вэ? Дайн бол мөргөлдөөн. Эсэргүүцлийн жагсаал ч мөргөлдөөн. Мөргөлдөөн бол зөрчлийн дээд хэлбэр. Монголд зөрчил ингэж дээд цэгтээ хүрчээ. Ийм зөрчлийг сурвалжлахад манай сэтгүүлчид бэлэн үү? Ингээд сэтгүүлчдэдээ 2007 онд бичиж "Сэтгүүлч" сэтгүүлд нийтлүүлсэн материалаа сонирхуулъя.

Дайны үед сэтгүүлчид онол, зарчмаасаа олонтаа гажих хэрэгтэй болдог

Аливаа маргаан зөрчилтэй асуудлын дотроос дайн тулалдааны талаар сурвалжлах ихээхэн төвөгтэйгээс гадна сэтгүүлчид чөлөөт хэвлэлийн онол, зарчмаа баримталж чадахгүйд хүрэх тохиолдол олон гардаг ажээ. Үе дамжин гарч байгаа эдгээр тохиолдлыг ангилаад дараа нь тус бүрээр нь дор тайлбарласү.
Нэгдүгээрт, дайны цагт сэтгүүлчид болон хэвлэл, мэдээллийн байгууллагын бие даасан, хараат бус байдал алдагддаг. Хоёрдугаарт, бодит мэдээлэл цуглуулж чалахгүйгээс мэдээллийн тэнцвэртэй байдал алдагддаг. Гуравдугаарт, хэвлэл, мэдээллийн байгууллагын бизнесийн эрх ашиг нь сэтгүүл зүйн талд нь буюу нийтлэл, нэвтрүүлэгт нь нөлөөлдөг. Дөрөвдүгээрт, аюултай нөхцөл байдлаас болоод сэтгүүлчид олон нийтийг мэдээллээр хангах үндсэн үүргээ ч биелүүлж чадахгүйд хүрдэг.

Сэтгүүлчид болон хэвлэл, мэдээллийн байгууллагын бие даасан, хараат бус байдал хэрхэн алдагддаг вэ?

Дайнд оролцож байгаа улс орны үндэсний аюулгүй байдлыг хамгаалах нэрээр гаргасан хууль тогтоомж, дайны цагийн дүрэм журмууд сэтгүүлчид, хэвлэл мэдээллийн байгууллагын бие даасан байдлыг нь хязгаарлаж, үйл ажиллагааг нь засгийн газар ба цэргийнхнээс хараат болгодог байна. Нэг тод жишээ хэлэхэд 1991 оны нэгдүгээр сард Персийн буланд болсон анхны дайны бүсэд АНУ-ын засгийн газар сэтгүүлчдийг бараг оруулаагүй билээ. Хэрэв оруулбал хэсэг бүлгээр нь цэргийнхний харгалзаатайгаар явуулж танилцуулж байв. Дараа нь Батлан хамгаалах яамныхан зураг, бичлэг, тулалдааны мэдээг шүүж хянаж байжээ. Ихэнх мэдээлэл нь хэвлэлийн бага хурлынх байх тул энгийн америкчууд “Аюул осол байгатай дайн болж байгаа юм байна даа “ гэсэн ойлголт авахаар байв.
Нью Уорк Таймс сонины сурвалжлагч Малком Брауны “Хэсэг бүлгээр нь нэгтгэж оруулдаг систем нь үнэн чанартаа сэтгүүлчдийг Батлан хамгаалахын цалингүй ажилтнууд болгож байлаа” гэж хожим нь дурссан байна. Түүнчлэн Си Би Эс Ньюс-ийн ерөнхийлөгч Эрик Обер “Сурвалжлагчдыг багцалж буй шинэ журам нь мэдээ нийтлэлийг америкийн олон нийтэд хүрэхээс нь өмнө удирдаж, хянах боломжийг цэргийнхэнд олгосноороо сурвалжлахуй ухааны доод хэлбэр болж байна” гэж дүгнэсэн юм. Тухайн үед АНУ-ын Батлан хамгаалах яамны сайд байсан Дик Чэйнигийн баталсан уг журамд “Сэтгүүлчид цэргийнхнээр харгалзуулалгүйгээр хаашаа ч явж болохгүй. Бүх ярилцлагыг армийн олон нийттэй харилцах албаны ажилтнууд ажиглаж хянана. Бичсэн зүйлийн мөр болгоныг, гэрэл зураг тутмыг, киноны хальс бүрийг илгээхээсээ өмнө хянуулна” гэж заасан нь бий. Персийн буланд одоо болж буй хоёр дахь дайны үед ч энэ журам нь бараг хэвээр байгаа аж. Зөвхөн сэтгүүлчдийг багцлах системийг (pool system) өөрчилжээ. Харин дайны өмнө 500 гаруй сэтгүүлчийг цэрэгжлийн хичээлд хамруулж, тус тусад нь цэргийн ангид хуваарилж (embedded journalists) өгчээ. Энэ нь огт шинэ зүйл биш. Учир нь дэлхийн хоёрдугаар дайны үед сэтгүүлчдийг бүр цэргийн дүрэмт хувцастайгаар ингэж цэргийн анги нэгтгэлтэй хамт явуулж байсан билээ. Энэ дайны үед видео утас, дижитал аппарат, зөөврийн компьютерээр зэвсэглэсэн сэтгүүлчид сансрын холбоо ашиглан нүд ирмэх зуурт материалаа илгээх боломжтой ч бичиж болох болохгүй сэдвийн хүрээнд баригдаж бас л цэргийнхэнд бүтээлээ хянуулж байна.
Бие даасан, хараат бус байдлаа хадгалахыг хүссэн зарим хэвлэл мэдээллийн байгууллага сурвалжлагчдаа өөрсдийн шугамаар дайны цэг рүү илгээхийг хүсэхэд Батлан хамгаалахын хэвлэлийн төлөөлөгч Викториа Кларк “Энэ бол аюулгүй газар биш. Та нар тэнд байж болохгүй” гэж хэлснийг судлаач Норман Соломон “Бидний дүрмээр явахгүй бол та нар шархдах юм уу, эсвэл үхнэ шүү гэж сэтгүүлчдийг айлгасан хэрэг” гэж дүгнэжээ. Тэнгисийн цэргийн хурандаа Рик Лонг дайн эхэлснээс хойш нэг жилийн дараа Калифорниагийн их сургуулийн симпозиум дээр “Тэр олон сэтгүүлчдийг ингэж цэргийн ангид хамааруулснаараа бид мэдээллийн орчинд ноёрхох гэж хүссэн юм. Тэдний өөрсдийнх нь тоглоомоор бид ташаа мэдээлэл юм уу, үзэл суртлыг нь цохих гэсэн юм” гэж хэлсэн байдаг. Үнэхээр ч хурандаагийн хэлснээр болж байна. Сэтгүүлчид цэргийн ангийн түүхийг бичигч мэт “Ангийн захирагчийн хэлснээр ...”, “Бидний манаж харгалзаж байгаа газар бол ...” гэх мэтээр бичиж байна.
Үүнээс гадна 2001 оны есдүгээр сарын 11-ний террорист халдлагатай холбогдуулан мөн оны 10 дугаар сарын 10-нд тэр үед ерөнхийлөгч Жорж Бушийн гадаад бодлогын зөвлөх байсан хатагтай Кондолийза Райс 24 цагийн үйл ажиллагаатай сүлжээний Эй Би Си, Си Би Эс, Эн Би Си, Фокс, Си Эн Эн телевизийн удирдлагуудтай утсаар хурал хийж “Осама Бин Ладен болон түүнийг дагалдагчдаас дүрс бичлэг ирвэл засгийн газрыг дайрсан үг хэллэгийг нь цэвэрлэх” талаар ярьж тохиролцсон байна. Маргааш нь Нью Уорк Таймс сонинд “ Энэ нь анх удаа сүлжээнүүд өөрсдийнхөө мэдээллийн боломжийг хязгаарлах тухай хамтын тохиролцоогоо хүлээн зөвшөөрсөн хэрэг байлаа” хэмээн бичжээ. Ньюс Корпийн магнат Рүпэрт Мөрдок Фокс телевизийг төлөөлж “Бид эх оронч үзлийнхээ дагуу үүргээ биелүүлнэ” гэж амлажээ. Дэлхийн хамгийн том мэдээллийн конглемерат Эй Оү Эль Тайм Уорнерийн эзэмшилд байдаг Си Эн Эн болохоор “Ямар нэвтрүүлэг дамжуулах вэ гэдгээ шийдэхдээ Си Эн Эн холбогдох албаны хүмүүсээс чиглэл авах болно” гэж мэдэгджээ. Ийнхүү тэд засгийн газрын тусламжтайгаар өөрсдөдөө цензур бий болгожээ. “Засгийн газар дахиад юм хэлэхэд эд татгалзаж чадахааргүй болсон” гэж хэвлэл, мэдээллийг судалдаг Поинтер хүрээлэнгийн ерөнхийлөгч Жэймс Ноотон үзсэн юм. Дайнаас сурвалжлага хийхэд хориг саад багатай байсан үе Америкийн сэтгүүл зүйн түүхэнд бий. Дайны бүсэд сэтгүүлчдийг хамгийн чөлөөтэйгээр нэвтрүүлж байсан Вьетнамын дайны эхэн үед буюу 1963 онд тэндээс хийсэн 15-30 минутын мэдээний нэвтрүүлгүүд нь мэдээлэл сайтай, төвийг сахисан байдалтай байжээ. Эхэндээ АНУ уг дайнд оролцох бодолгүй харин Францад дэмжлэг, зөвлөгөө үзүүлэх зорилготой байсан тул тийнхүү сэтгүүлчдийг хориг саадгүй нэвтрүүлчихжээ. Харин өөрөө дайнд оролцох болсон 1965 онд Си Би Эс телевизийн Морли Сэйфэр энгийн вьетнам иргэдийг болиоч гэж гуйсаар байхад орон байшинг нь шатааж байгаа америк цэргүүдийн дүрийг Кэм Нигээс хийсэн нэвтрүүлэгтээ харуулсан юм. Үүнийг оройн хоолоо идэхээр ширээндээ суусан америкчууд нутагтаа хараад тун цочирджээ. Дайн үргэлжлэх тутам дайны гамшиг сүйрэл, үхэл зовлонгийн зургууд үргэлжилсээр байлаа. Миссурийн Их Сургуулийн социологийн тэнхимийн профессор Жон Галлихэр:
-Орой болгон бид үхлийг харж байлаа. Хоолоо ч идэж чаддаггүй байв. Дэлхийн хоёрдугаар дайны үед зураг ингээд шууд ирж байгаагүй, саатдаг байсан. Харин Вьетнамын дайн яг л дэргэд болж байгаа юм шиг. Би хэзээ ч Вьетнамд очиж байгаагүй. Гэхдээ би телевизээр их үзсэн болохоор тэнд очсон мэт сэтгэгдэл төрдөг гэж хэлжээ. (Вокс сэтгүүл. 2006 -12 -7. Дугаар 48)
Ингэж үдэш бүр дайныг зочны өрөөндөө хүлээн авч байсан үзэгчид эцсийн дүнд “Хэний төлөө юуны тулд америк хөвгүүд нь тэнд байгаа юм бэ?” гэдэг асуултыг засгийн газартаа тавьж, Си Би Эс телевизийн Уолтер Кронкитийн ”Вьетнам ялагдашгүй” гэсэн санаатай нэгдсэн билээ. Америк орон даяар өрнөж байгаа дайныг эсэргүүцэх хөдөлгөөнийг ч редакцууд хангалттай харуулав. Сэтгүүлчид энэ үеийг цензургүй дайн гэж нэрлэдэг. Сэтгүүлчдийн хөдөлгөөнийг хэн ч хорихгүй, мэдээллийн урсгалд хэн ч саад болохгүй. Үүний үр дүнд иргэний олон хөдөлгөөн өрнөж, АНУ утга учиргүй энэ дайнд бууж өгсөн билээ. Тэр үед тус улсын ерөнхийлөгч байсан Линдон Жонсон Цагаан ордныг орхисныхоо дараа өгсөн эхний ярилцлагатаа “Телевиз миний дахин сонгуульд оролцох боломжийг устгасан даа” гэж хэлсэн байдаг.

Мэдээллийн тэнцвэртэй байдал хэрхэн алдагддаг вэ?

Юуны өмнө дайны үед эх сурвалжийн тэнцвэртэй байдлыг хангах боломж ихэнхдээ байдаггүй. Сурвалжлагч хүн маргаантай асуудлын хоёр талд байгаа эх сурвалжаас асууж тодруулна гээд фронтын шугамыг даваад гүйж болохгүй. Галын шугамын зөвхөн нэг талд нь байрлаж, үйл явдлыг ажиглаж, боломж гарвал тэнд байгаа хүмүүстэй л ярилцана. Тиймээс өгч байгаа мэдээлэл нь дандаа л нэг талыг барьсан байдалтай харагдана.
Гэмт хэргийн сурвалжлага хийхдээ хэргийг үйлдэгч, хохирогчтой уулзаж, шүүх хуралд нь сууж, яллагч, өмгөөлөгчтэй ярилцаж уг маргаантай асуудалд холбогдсон бүх хүнээс мэдээлэл авах замаар тэнцвэртэй мэдээлэх боломж байдаг. Хэргийн газар очиж, мэргэжилтний тайлбарыг ч авах боломжтой. Улс төрийн зөрөлдөөнийг харуулахад ч эсрэг тэсрэг бодолтой улс төрчидтэй ярилцаж, дараа нь судлаачдаар дүгнэлт хийлгэх, жирийн хүмүүсийн санаа бодлыг сонсох, хэлсэн үгс, хэвлүүлсэн зүйлсийг уншиж судлах зэргээр мэдээллээ тэнцвэржүүлэх боломж олон. Гэтэл дайны үед ингэх ямар ч боломжгүй. Ялангуяа дээр өгүүлснээр нэг цэргийн ангид харьяалагдаж байгаа нөхцөлд сэтгүүлчид урагшилбал ч, ухарвал ч цэргүүдтэй хамт л явна.
Сурвалжлагч ийнхүү хязгаарлагдмал орчинд хийсэн мэдээ материалаа харин илгээх боломж нь хязггаарлагддаггүй. Ялангуяа орчин үеийн технологийн ачаар мэдээллийг харин ч маш хурдан түгээж байгаа. Харин дайны галын шугамын зөвхөн нэг талаас ирж байгаа мэдээллийг тавиад байгаа хэвлэл, мэдээллийн байгууллагын нийтлэл, нэвтрүүлгийн тэнцвэр нь бүхэлдээ мөн адил алдагдаж байдаг. Дайн тулааны цагийн орчин нөхцөл, сэтгүүлчдийн аюулгүй байдалтай холбоотойгоор эсрэг талынхантай ярилцах боломжгүйг мэддэг уншигч, үзэгч, сонсогчид ч дайны сурвалжлагаас тэнцвэрт байдлыг тэр болгон шаардаад байдаггүй аж. Хэвлэл, мэдээллийн байгууллагууд дайны талаар өөр үзэл бодолтой хүмүүсийг олж, санал бодлыг нь танилцуулах замаар мэдээллийнхээ тэнцвэргүй байдлаас бага зэрэг ч болов гарах алхам хийхгүй байгаа аж. Персийн булангийн дайны эхний хоёр долоо хоногт хэвлэл, мэдээллийн байгууллагуудын үйл ажиллагааг ажиглаж судалдаг Эф Эй Ай Ар байгууллагаас сүлжээний телевизүүдийн нэвтрүүлэгт хийсэн судалгаагаар мэдээнд дурдагдсан 878 эх сурвалжийн 1,5 хувь нь л дайныг эсэргүүцсэн жагсаал оролцогчид байжээ. Америкийн энхийн төлөө байгууллагын удирдагч ганцхан удаа эх сурвалж болсон тохиолдол байна. Үүнээс хойш найман жилийн дараа буюу 1999 оны намар Югославыг бөмбөгдсөн эхний хоёр долоо хоногийн мэдээнд Эй Би Си, Пи Би Эс хоёр телевизийн ашигласан 291 эх сурвалжийн 8 хувь нь НАТО-гийн бөмбөгдөлтийг эсэргүүцэгч байв. Харин 45 нь цэргийнхнийг оролцуулаад АНУ-ын засгийн газарт ажиллаж байсан буюу байгаа хүмүүс, НАТО-гийн төлөөлөгчид болон цэргүүд байжээ. Эх сурвалжийн ийм тэнцвэргүй байдал ужгарсныг 2003 оны хавар Ирак руу холбоотнууд довтолсны дараах гурван долоо хоногт зургаан телевизийн оройн мэдээллийн хөтөлбөрт хийсэн судалгаа харуулав. Дуран авайн өмнө гарч ирсэн 1617 эх сурвалжийн гуравны хоёр буюу 64 хувь нь дайныг дэмжигч байв. Дайныг эсэргүүцэгчид зөвхөн 10 хувийг л эзэлж байлаа.
Дайны үед сэтгүүлчид олж авсан баримтыг тэнцвэржүүлэх нөгөө талын мэдээллийг авч чаддаггүйгээс бичлэг нь ямагт нэг тал руу хазайна. Шархадсан болон нас барсан америк цэргүүдийн тухай нэр устай нь мэдээлдэг хэрнээ Иракийнхны овог нэрийг олж мэдэх байтугай амь үрэглэгсдийнх нь нийт тоог мэдээлж чадахгүй байгаа нь дэлхийд хамгийн чөлөөт гэгддэг сэтгүүл зүйтэй Америкийн сэтгүүлчдийг тун шударга бус хүмүүс шиг харагдуулдаг байна. Цагаан ордны дэргэдэх хэвлэлийн хэсгийг удирддаг сэтгүүлч Хэлен Томас “Ханой хотын коммунист радио хоёр талын цэргийн хохирлын тоог мэдээлдэг байлаа. Тэр нь ихэнхдээ үнэн байсан. Энэ нь “Бид Иракийн хохирлыг тоолдоггүй” гээд мэдээлэл өгдөггүй Пентагоныхоноос их ялгаатай” гэж “Ардчиллын хоточ ноход уу?” гэдэг номондоо ажээ.

Хэвлэл, мэдээллийн байгууллагын бизнесийн эрх ашиг нь агуулгатаа хэрхэн нөлөөлдөг вэ?

Сонин, радио, телевизүүд өөрсдөө өсөж томрох тусмаа бусад салбарынхантай бизнес, санхүүгийн хэлхээ холбоо нь зузаардаг бөгөөд бизнесийн эрх ашиг нь нийтлэл нэвтрүүлгийн агуулга, хэлбэрт нөлөөлөхүйцээр сонирхлын зөрчил нь ихэсдэг ажээ. Ялангуяа хэвлэл мэдээллийг эзэмшдэг байгууллага зэвсэг үйлдвэрлэдэг бол бизнес ба мэдээлэл нь тусдаа байх ёстой гэдэг сэтгүүл зүйн нэгэн гол зарчим зөрчигдөхөөс аргагүйд хүрнэ. Эн Би Эс телевизийг эзэмшигч Женерал Электрикс корпорац нь АНУ-ын Персийн бүлангийн дайнд хэрэглэсэн зэвсэг болон сэлбэгийг зохион бүтээж, үйлдвэрлэж байв. Пэтройт болон Томогавка пуужин, Стийлт болон Би-52 бөмбөгдөгч, ЭЙВЭКС онгоц, тагнуулын НАВСТАР сансрын холбоо зэргийг тэд үйлдвэрлэжээ. 1989 онд Женерал Электрикс цэргийнхний захиалгаар хоёр миллиард долларын зэвсэг хийснийг Персийн булангийн нэгдүгээр дайнд ашиглажээ. Тэр үед сэтгүүлчид болон корпорацийн зөвлөхүүд Америкийн зэвсгийн хүч чадлыг бахадсан нэвтрүүлгүүд хийж байсан нь уг чанартаа цалин олгогч байгууллагаа л магтаад байсан хэрэг байлаа. 2004 онд Пентагон тухайн санхүүгийн жилдээ гэрээ хийсэн байгууллагуудын жагсаалтыг нийтэд ил болгоход Женерал Электрикс 2,8 миллиард долларын гэрээ хийснээрээ найм дахид нь явж байсан юм.
Тэртээ 1897 онд шар сэтгүүл зүйг үндэслэгчийн нэг гэгддэг хэвлэн нийтлэгч Уиллиам Хөрст сониныхоо борлуулалтыг нэмэгдүүлэх бизнесийн ашиг сонирхлын үүднээс дуулиан шуугиан тарих мэдээ хайж зураач Фредерик Рэмингтоныг дайн болох эсэхийг мэдүүлэхээр Гавана хот руу илгээжээ. Дайн үүсэх ямар ч шинжгүйг мэдсэн зураач хүлээсээр залхаад Нью Уорк руу буцах зөвшөөрлийг эрж цахилгаан утас явуулахад эзэн Хөрстөөс нь “Наанаа үлдэнэ үү. Та зургийг нь зураад бай. Би дайныг нь үүсгээдэхье” гэсэн хариу иржээ. Ийнхүү тэд мэдээ зохиож улмаар түүхэнд Америк-Испанийн гэж нэрээ үлдээсэн дайныг эхлүүлж байсан аж.
Түүнээс гадна дайны нөхцөлд ажиллаж байгаа сэтгүүлчид нь хэдэн сар болоод л солигдох тул дахин хүн сургаж бэлтгэх, мэдээ сурвалжлага дамжуулах техник хэрэгслийг нь шинэчлэх, эрүүл мэнд амь насыг нь даатгуулах гээд олон төрлийн зардал нэмэгдээд ирэхээр дайны сурвалжлагын үнэ цэн улам өсөөд байдаг ажээ. Сүлжээний телевизүүдийн хоногийн туршид үргэлжлэх тасралтгүй ажиллагаа нь бизнесийн өрсөлдөөнийг нь улам нэмэгдүүлж, дайны талбараас олж чадахгүй мэдээллийг нөхөхийн тулд хэлэлцүүлэг өрнүүлэх нэрээр мэдээний шоу хөтөлбөрүүд зохион байгуулж, студидээ засгийн газрынхан болон армийнхныг байнга урьж, аль нь хамгийн өнөдөр албан тушаалын хүн авчрах нь вэ гэдгээр өрсөлдөж байна. Үүний үр дүнд мөнхүү нэг талыг барьсан тэнцвэргүй мэдээлэл түгсээр, дээр нь албаны хүмүүсийн худал үгсийг дамжуулснаараа хэвлэл, мэдээллийнхэн өөрсдөө худалч болох хувирч байна.
Сүүлийн үеийн нэг тод жишээ бол Иракийн дайны эхэн үед арын албаны байлдагч Жэссика Линчид тохиолдсон явдал юм. Жэссика Линч бусад нөхдийн хамт олзонд байхад нь цэргийнхэн олж очиж сулласан бөгөөд энэ талаараа хэвлэл мэдээллийнхэнд ярихдаа тэднийг эр зориг, баатарлаг явдлын үлгэр жишээ болгон эцсийн сумаа дуустал тулалдаж байгаад олзлогдсон мэтээр тайлбарласан юм. Сэтгүүлчид ч тэдний амаар бичсэн. Удаан хугацаагаар эмчлүүлж байгаад гэртээ ирэхэд нь хотынхон нь гудамж дүүргэн жагсаад баатрын ёсоор угтаж байгаа зураг телевизийн дэлгэцээр хөвөрсөн. АНУ Ирак руу довтлох шалтаг хайж байсан тэр үед мэдээллийн гол байгууллагууд худал үгийг баримт болгон давтаад байсан юм.

Дээрх гурван хэсэг мэдээллийн нэг гол бүрэлдэхүүн хэсэг нь (доогуур нь зурсан) 2002 оны наймдугаар сарын 8-нд Юү Эс Эй Түдэй сонинд Жон Даймондын “Ирак дөрвөн жилийн өмнө НҮБ-ийн шинжээчдийг тагнуул хэмээн буруутган хөөж гаргасан” гэсэн ташаа мэдээллээс эх үүсвэрээ авчээ. Тус сонины залруулахаас татгалзсан энэ буруу мэдээллийг бусад байгууллагууд тэр чигээр нь хэрэглэсний жишээ дээрх гурав юм. Батлан хамгаалахын сайд Дональд Рамсфильд 2002 оны есдүгээр сарын 3-нд хийсэн хэвлэлийн бага хурал дээр “Ирак цэргийн шинжээчдийг хөөж гаргасныг бид бүгдээрээ л мэднэ шүү дээ” гэжээ. Үнэн хэрэгтээ Ирак шинжээчдийг хөөж гаргаагүй ажээ. Харин шинжээчдийг Америкийн талд тагнуул хийж байна гэж буруутгаж байжээ. Шинжээчдийн удирдагч Ричард Балер өөрөө шийдвэр гаргаж 1998 оны 12 дугаар сард багаа авч Иракаас гарч явжээ.
Сэтгүүлчид яагаад мэдээллээр хангах үндсэн үүргээ ч биелүүлж чадахгүйд хүрдэг вэ?
Дайны нөхцөлд сэтгүүлчдийн амь нас хутганы ирэн дээр байх тул ажил үүргээ гүйцэтгэж чадахгүй үе олон гардаг. Энгийн цагт мэдээлэл хайж, сурвалжлах ажлаа хийгээгүй сэтгүүлчийг үндсэн үүргээ умартсан гэж үзээд ажлаас нь дор нь халж орхидог бол дайны сурвалжлагч нарт редакциуд огт өөр ханддаг. Юуны өмнө дайны сурвалжлаганд сэтгүүлчдийг албадлагагүй, сайн дурын үндсэн дээр явуулна. Нью Уорк Таймс сонин журмандаа “Дайны бүс нутагт үүрэг даалгавар гүйцэтгэх нь сайн дурын үндсэн дээр байх ёстой” гэж тусгасан байдаг. Сэтгүүлчдийг хамгаалах хорооноос мэдээлснээр 2005 оны дунд үе гэхэд Иракт болж байгаа дайнд 45 сэтгүүлч амь үрэгдсэн байв. 1992-2001 оны хоорондох 10 жилд мэдээ бэлтгэхээр гадаад орон тийш илгээгдсэн 399 сэтгүүлч амиа алджээ. Орчин үеийн дайны шинж чанар өөрчлөгдөх тусам сэтгүүлчдийн амь насанд улам аюултай болж байна. Фронтын шугам нь тодорхой уламжлалт дайны үед бас ч арай гайгүй байжээ. Вьетнамд “Хэвлэлийнхэн” (Bao, chi) гээд хашгирахад зам тавьж өгөөд, дурын нисдэг тэргэнд үсэрч суугаад хэвлэлийн төвдөө хүргүүлдэг байсан талаар тухайн үед ажиллаж байсан америк сурвалжлагч нар дурсдаг. Гэтэл фронтын шугамгүй, олон үндэстэн ястан, олон шашны бүлэглэлүүд оролцсон, хот суурин газар болж байгаа орчин үеийн дайнд амиа хэрхэн авч гарах вэ гэдэг асуудал сэтгүүлчдийн хувьд хамгийн төвөгтэй болоод байгаа юм.

-Өнөөдрийн дайны сурвалжлахуй нь болж байгаа үйл явдлын талаар олж мэдэж авснаа та сонгож юу нь аюулгүй вэ, алийг нь сурвалжлагатаа оруулах вэ гэж өөрөө тунгааж шийдэх асуудал биш болоод байна. Цэргийнхэн сэтгүүлчдийн үйл ажиллагааг үлэмж хязгаарласнаараа мэдлэгийг нь бас боогдуулж байна.   • Маш болгоомжтой бай. Мэдрэмжээ ашигла.
  • Буцаж ирэх тань таны гол зорилго. Таны үнэтэй мэдээ гэж байхгүй. Тиймээс зөв шийдвэр гарга.
  • Туслагчдаа сайтар таньж мэд
  • Гадаад оронд сэтгүүлчид орчуулагч, жолооч зэрэг бусад туслагч нартаа найддаг. Тэд нар нь эх сурвалжтай холбож, ярилцлагын цагийг болзож, ахуй соёлын талаар ойлгуулж өгдөг. Туслагч нарыг олж авахдаа бусад сэтгүүлчдээс зөвлөгөө авч, өөрөө тэдний талаар бичих гэж буй мэт сайтар судал.
  • Үйл явдлын цэгт хүрч бай
  • Сэтгүүлчдийн гол зорилго бол үйл явдлын газарт бүхнээс түрүүнд очиж зөв байрлал олж авах байдаг. Очих нь төвөгтэй байсан ч оролдоод үзэх хэрэгтэй.
  • Аялахдаа хэсэг бүлгээрээ явж бай
  • Дайны үеийн сурвалжлагч нар бие биенээ хамгаалах үүднээс хамт явцгаадаг.
  • Баримтаа шалгахын тулд бусад сурвалжлагчидтай баг болж ажилла
    Үйл явдлын газраас та нэг талын мэдээлэл олж авсан байгаа. Биеэрээ хүрч нөгөө талын баримтыг шалгах аргагүй тул нөгөө талд ажилласан сэтгүүлчидтэй ярилцаж, бас бүсийн товчоог удирддаг эрхлэгч нартайгаа зөвлө.

  • Олон улсын байгууллагууд, төвийг сахисан ажиглагчид нь сурвалжлагч редакторуудын хувьд мэдээллийн үнэлж баршгүй эх үүсвэр болдог.
